WORLD BANK METHODOLOGY WORKSHOP IN DEALING WOTH <b>...</b>

Good construction regulation matters for public safety. It also matters for the health of the construction sector and the economy as a whole. It is estimated that for every 10 jobs directly related to a construction project, another 8 jobs may be created in the local economy. Small domestic firms account for most of the sector's output and most of its jobs.

 

Striking the right balance is a challenge when it comes to construction permits. Good regulations ensure the safety standards that protect the public while making the permitting process efficient, transparent and affordable for both building authorities and the private professionals who use it. If procedures are overly complicated or costly, builders tend to proceed without a permit.

 

The Doing Business Report 2012 ranked Malaysia 18th up 5 notches from 23rd in 2011.  PEMUDAH has contributed significant improvements to many indicators:

1.         Starting a business to 50th from 111th

2.         Enforcing Contracts to 31st from 60th 

3.         Resolving Insolvency to 47th from 57th

4.         Malaysia remains no. 1 in Getting Credit and 4th in Protecting Investors.

 

While these improvements were recorded by the World Bank, the Dealing with Construction Permits indicator showed the declined. It has dropped to 113th from 111th despite many improvements undertaken by various agencies. Thus engagement with the World Bank is important to understand the World Bank methodology and to align improvement to the World Bank requirement.

 

In line with that,  MPC organised The World Bank Workshop in Dealing with Construction Permits on 6-7 June 2012 at Grand Dorsett, Subang Jaya.The main objectives of the workshop are;

 

 

  • To create awareness among stakeholders on the methodology in Dealing with Construction Permits adopted by the World Bank;

  • To redevelop regulatory framework on Dealing with Construction Permits in Kuala Lumpur; and

  • To update the World Bank Doing Business team on the new reforms on Dealing with Construction Permits in Kuala Lumpur.

     The workshop was involved by various parties such as ; Ministry of Federal Territories & Urban Wellbeing (KWPKB), Ministry of International Trade and Industry (MITI), Ministry of Housing & Local Government (KPKT), City Hall of Kuala Lumpur (DBKL), Fire & Rescue Department Malaysia (BOMBA), Local Government Department (JKT), National Water Services Commission (SPAN), Malaysian Communications & Multimedia Commission (MCMC), Tenaga Nasional Berhad (TNB), Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS) and Indah Water Konsortium Sdn Bhd (IWK).
